Director Noonan has over 15 years of Military and Law Enforcement expertise with an enhanced background in Personnel Protection, Asset Protection and Force Protection Operations.
Currently a full time federal law enforcement officer assigned to the training division within his agency and serving a firefighter within his local department. Director Noonan brings a unique attribute to the table as a subject matter expert with real world experience.

RAYMOND LANE
Chief Lane joined the fire service in 2005 as a junior firefighter at the age of 15. His passion for the fire service only grew from that point. That led him to earning a Fire Science degree from his local college and eventually a Bachelor’s in Fire & Emergency Management.
Chief Lane has been an officer in the fire service and Emergency Medical Services since 2011 and a Chief Officer since 2015. He has earned a Chief Fire Officer Designation from the Center for Public Safety Excellence.
Chief Lane holds several advanced level certifications including Certified Fire & Explosion investigator, Fire Investigation Technician, Pro-board Firefighter II, Fire Service Officer II, Fire Service Instructor II.
Chief Lane has held multiple fire service leadership positions at various levels in both career and volunteer departments. Currently, Chief Lane is a full-time career employee with the Jackson Hole Fire & Emergency Medical Services in Wyoming serving as a Battalion Chief and Chief Fire Marshal since 2022.

A committed and certified prior Federal Law Enforcement Officer and current Security Specialist (GS-13).
Over 20 years of experience which was gained through my current position as a Regional Security Specialist with the Department of Justice (DOJ), 1.5 years with the U.S. Marshals Service (USMS), 6 years with the Department of Homeland Security, Federal Protective Service (DHS/FPS); Two years with the Federal Reserve Police (FRB); Eight years with the Department of State (DOS) and Four years in the United States Marine Corps (USMC).
Education includes a bachelors in Psychology and a postgraduate certificate from the Naval Postgraduate School.
